Hong Kong of military aeroplanes destined

for China. In view of the use for which

these aeroplanes are intended, he suggests

that it is desirable that permission

should be given for their assembly in

Hong Kong. Subject to the concurrence

of (1) Mr. Eden,

(2) the Air Council,

he accordingly proposes to inform

the Governor that the assembly of these

aeroplanes should be permitted if the

impossibility of their conversion to

military use can be verified before

assembly.

A similar letter has been

addressed to 1) the Air Ministry

2) the Foreign Office

and copies of this letter and the

enclosed telegram have been sent to the

War office and the Admiralty.
